As there is already an article on the International Criminal Court and its section on the Court's headquarters already mentions the project to build permanent premises, it seems that that article would be a natural location for this information, rather than creating an entirely separate article for single project. - If the architecture of the new premises are notably unique, I would agree with that. Unfortunately, the single reference provided about the architecture is a press release from the architecture firm. Given that, and the language of this article, it appears more and more that this article is more of an advertorial for the architecture firm than anything else.
